The Malaysian Technical Cooperation Programme (MTCP) Scholarship aims to support outstanding graduates from MTCP recipient countries who wish to pursue full-time postgraduate (Master’s) studies in Malaysia. This scholarship offers a comprehensive array of benefits, including coverage of tuition fees and various allowances.
Founded in 1980, the MTCP reflects Malaysia’s dedication to South-South Cooperation, sharing its developmental expertise and experiences with other developing nations.
Objectives of the MTCP Scholarship:
- To share experiences with other developing countries.
- To strengthen bilateral relations with developing countries.
- To encourage and promote South-South Cooperation.
- To foster technical cooperation among developing countries.
MTCP Scholarship
The MTCP Scholarship, sponsored by the Malaysian government, is dedicated to international students from the developing world to pursue their postgraduate studies in Malaysia. It aims to equip scholars with the necessary knowledge and skills to contribute to their home countries' development. The scholarship duration ranges from 24 to 36 months for a Master’s Degree Program.

Eligibility Criteria
Applicants must meet the following criteria To be eligible for the MTCP Scholarship :
- Must be citizens of MTCP recipient countries.
- Must be no older than 45 years at the time of application.
- For the Master’s Degree Programme, applicants should have achieved a minimum of Second Class Upper (Honours) or a CGPA of at least 3.5 or equivalent at the undergraduate level.
- Applicants must demonstrate English Language Proficiency through tests such as IELTS (minimum total score of 6) or TOEFL internet-based test (minimum total score of 60). Alternatively, a degree obtained with English as the medium of instruction is acceptable.
- Applicants must be in excellent health, certified by a doctor/physician, with the cost of the medical check-up fully borne by the applicant.
- Applicants must commit to full-time postgraduate study (Master’s Degree) at selected Malaysian universities.
Documents Required:
Applicants must submit the following documents, scanned and saved in PDF format:
- Application Form: To be filled in the online system.
- Recommendation Letters: Two letters of recommendation from referees.
- Statement of Intent: A document outlining the applicant’s intentions and goals.
- Academic Transcript: Certified copies of academic transcripts reflecting all courses taken throughout the degree program, along with an official document from the alma mater describing the university’s grade system.
- Curriculum Vitae: A detailed CV.
- English Language Proficiency Test: A certified copy of the test result or an official letter from the previous institution declaring English as the medium of instruction.
- Passport: Certified copy of the passport with a minimum of 18 months validity.

- COVID-19 Vaccination Proof: Certified copy of the COVID-19 vaccination proof.
Scholarships Benefits
The MTCP Scholarship covers various expenses, including:
- Tuition Fees: Full coverage of tuition fees.
- Allowances: Monthly allowances totaling RM3,500.00, which include the cost of living, books, tools, house rental, placement, thesis, travel, practical training, end of study, medical, and insurance allowances.
- Travel: One-off return economy-class airline ticket from the student’s closest international airport to Malaysia and back.

Priority is given to the following areas of study:
- Science, Technology, and Engineering (excluding nursing, medicine, and clinical pharmacy)
- Economics, Finance, Management, and Banking
- Social Science and Humanities
- Information and Communication Technology
- International Relations and Political Science
- Agriculture and Aquaculture
- Education
Terms and Conditions
- Scholars must enroll in a full-time Master’s Degree program in Malaysia.
- Scholars may not change their programs during the scholarship tenure without written permission.
- Scholars must comply with Malaysian laws and university regulations.
- Any suspension from the university will lead to the suspension of the scholarship.
- Scholars must maintain satisfactory academic progress.
- The scholarship is valid only at Malaysian universities, and research must be conducted in Malaysia.
- Scholars are not permitted to undertake any paid employment during their tenure without written approval.
